MoC finalises mines development schedules

February 24: The Ministry of Coal (MoC) has finalised the timeline/schedule for the development of Schedule II and Schedule III coal mines/blocks with the approval of the competent authority, informed an official communique.

These timelines area corollary to the fact that according to provisions of the second coal Ordinance of 2014 and Coal Mines (Special Provisions) Rules, 2014, the performance bank guarantees of the successful bidder will have to be linked with the milestones for developing a coal mine till it reaches its peak rated capacity as specified in the approved mine plan.

Consequently, with regard to Schedule II mines, the time limit from the date of vesting/allotment order/zero date is one month for an application for transfer of statutory permission to the successful bidder while the approval of mine closure plan (if not approved earlier), will be six months and the EUP synchronisation, as per the approved mining plan.

Similarly, for Schedule III mines, completion of exploration and preparation of the geological report will have a deadline of 22 months for regionally explored blocks. The mining lease application will have a time limit of three months for “regionally explored” and “explored” blocks while the grant of mining lease will have a deadline of 24 months for both categories, amongst others.
